I have been testing an MSI Radeon RX 5700 GAMING 8GB (using FurMark ) and noticed that TDP of the card never exceeds 150W ,

Unless you are already at peace with the program turning your graphics card into a "brick"/paperweight by chance / lack of skill.
Except if your really know what you are doing(point above still counts).
even in games the TDP never exceeds 150W
Personally I mostly use my GPU for gaming...

I believe that GPU PPT is Cores, cache, soc and memory controller but VRAM is not included in that.Since I have the Sapphire Pulse of that model let me explain that difference. The 150W PPT limit refers to the power limit of the sum of Core+VRAM+Soc power. Some circuit loss and a few other components (fans) aren't calculated into it so it consumes up to 180W max as a whole board when it shows 150W in the metrics.
