Random and Unexplained Latency Spike Issues! Help Needed!

Okay... so I have had this problem for about a couple of months now and I've just about tried everything. I have this issue where my internet will have random latency spikes when playing games/browsing the internet but it is more notable while playing games. Essentially, things will go smoothly and normally for a couple of hours and then my latency will at random spike in increasing intervals. For example 30, 75, 105, 405, 1,175 (yes it's gotten that high before) and then back to 30. This problem will persist and make games unplayable. Restarting the PC/router, closing applications, running internet speed tests, or anything else has no effect in solving this. Then at also complete random the issue will fix itself and go back to normal for another couple of hours. Rinse and repeat. This problem persists no matter what I do and is universal to anything that needs internet. I have: changed wireless cables, changed router and even company, wiped my computer completely to remove the possibility of viruses, and used internet speed boosting softwares. I have many devices connected to my router and my PC is the only one with this issues.

Computer/Router Specs:
OS: Windows 10 (Technically not an official version because Microsoft screwed me over)
Processor: AMD A8-7650K Radeon R7
RAM: 12 GB
Internet Type: Wireless
Router: Several models but I cannot recall the specific names
Companies: Century Link, COX, Dish

Please help! I have tried everything I can find and it's getting exhausting...

You never know if the pc is the only problem. You could have a connected item that start to have trouble intermitent then it cause problems to your computer connection. unplug everything and close computer. Reset the modem and the router then when its done just reboot the computer and try gaming. You will see if its computer or something else.

I am not sure if this is the same thing or not but when I tried the new router I would connect my pc first and then test the problem, only to see it prevail. I could only tell this through a speed test and not through gaming though so I could try it if I really needed to.

very likely another device on the network, only real way to prevent that is a router with bandwidth shaping (not the same as QoS)

For an obvious example, my phone with google photos automatically uploads photos and videos when on wifi - so something as simple as someone taking a photo can cause a lag spike

If this is the case then how do I find which device is doing this?

isolation tests, or a router with shaping/per device bandwidth metering
Isolation test wont really help with short term testing, since it could vary based on external factors (app updates, people using devices such as taking photos)

Your problem does this across all your routers? How many devices are on your network? You have your network password protected? What are your routers? Or what is your current router?

I have two different routers, both are password protected. I have a ton of devices on one since I share it but the one in question is a 2nd dish one that has my pc, my phone, and another pc.

Try using 3D traceroute, and have it contentiously ping a IP and see were it peeks.

I'll look into bandwith shaping and see how that works out. My only concern is how my pc's problems have persisted between different routers.

And this pc has been connected to the same dish for internet, but you have just changed routers? It could be a satellite issue, interference or something. I could be wrong, you could have a hardwire(cable/fiber run into house). What is your ISP? At&t/direct tv over dish? Do you have tv issues at the same time of spikes?

Sorry for the clarification issues. Dish is a cable/internet company Im using currently for the router my pc is connected to. I started with two CenturyLink routers but we changed to two COX ones. After these latency issues started we changed the one my PC uses to Dish.

If you have onboard LAN connect it to the router with cable and see what happens.
