Gonna be building my cousin a PC pretty soon and need some fans. Looking for something that will keep everything cool, but at the same time quiet.

Would like to spend around $10-$15 per fan. Should be black. If it's mullti-color or has LEDs must be black/blue.

I like the SilverStone Air Penetrator AP121:

Any suggestions?

I use Antec tri-cools, they have a 3 speed switch so you can have dead silent, almost silent, or clearly audible. Lovin' em. Some will say that other fans move more air, but seriously, a few extra cfm isnt going to lower temps at all, as long as you have some fans, youll be fine with temps.

Black/orange wouldn't go to well with a black/blue themed PC =/
They have just black ones, well except for the corners hehe. Shame their really good fans.
