So a better VRM than the Z390 Maximus extreme but technically worse than the Z390 Apex's Vrm....

Shame its gonna cost $500 but then again the inferior in about every way Z390 Formula is $450 so it is what it is.

How so? Fins are present, it's dissipating heat, it's a heatsink. I don't see your issue...? They have height clearances to worry about with it being between the PCIE slots, too.

Moreover, it's covered by the design anyway...

That VRM does look beastly, but I am fearful of its pricing. I guess we have one more week to go until we know what they'll truly cost.

If they have a problem with height clearance why put a piece of plastic on top of it??? They could have more than enough passive airflow just by orienting the fins vertically.

Also where exactly is the chipset?? if it's anywhere near the square of screws and the fan those fins are going to do sod all. The problem with this is it basically necessitates the use of fans and stops you from using the fans in a passive mode because the "heatsink" is completely useless without it.

Didn't take much time to move some stuff around into sensible locations did it

Because looks are more important to the vast majority of their clientele. Have you been living under a rock for the past half a decade? :D

The chipset is directly beneath the fan. I'm still not seeing the issue. The heat will dissipate through the entire heatsink.

ASUS aren't dumb, and they've built this board because that's how they could place things. Above the RAM slots, for example, is most likely where an RGB controller lies. Not only that, but having the DIMMs in the center of the socket allows for the shortest, most optimal routes for the traces from the CPU to RAM.

You can't move the socket, or else where is the VRM going to go? They still have to have PCB for other important traces/grounding/power carrying.

Worst case the DIMMs have to come left with the socket, also let me know when a thin plate of Al has good heat transfer compared to a heatpipe ;)

The heatsink looks fine to me, I don't see the problem. It has fins and a fan, should be more than plenty for the minuscule 11W TDP that it has. ;)
