RTX 2070 SIGNIFICANTLY Underperforming?? Please help

I just upgraded from my GTX 1070 to a RTX 2070 (Purchased secondhand), i even got a brand new 850w PSU to run it. I have a sensor panel which reads that i am being limited by power (Checked GPU-Z and it says the same). Even after maxing power limit on MSI afterburner i only get sub-110FPS in the Unigine heaven 4.0 benchmark at 1080P. ran it three times and the average was about 105FPS, 109 was the best!.......please help! surely this isnt normal?

Have i been scammed with a fake card or am i missing something?
My old 1070 PerfCap was ALWAYS "Reliability Voltage" which is normal, whereas now it is usually "PWR" or "Voltage Reliability" Or something else voltage related............either way in the standard heaven benchmark only 109 FPS?????

Test with 3D mark and compare the GPU scores online
If the performance is still bad, check if the frequency is lower than normal and also see if the bios has been modded in case it was used for mining

You have to compare the FPS between your old and your new. And compare to the referent values here:

Also, any cleaning of the metal fins of the radiator and maybe change of the thermal solution would help.

yes yes, i was aware that the Windforce is the cheapest 2070's you can get.....how ever i dont think Thermals is the issue, i did try lock the fans at 90%

Test with 3D mark and compare the GPU scores online

Performance was below average on Timespy.........How can i check the GPU BIOS?

I'm not sure about your score, but a hard power limit is absolutely normal for a 2070. The factory boost table goes higher than the 175 W power limit allows. What are your GPU clocks at during the test?

Also, the 2070 isn't very far from the 1070 in performance, so it wasn't a huge upgrade.

I managed to haggle a price down If I bought two cards.......I actually purchased two of these cards(Both windforce, both identical), I gave one to my friend who also has a R5 2600. His average heaven benchmark is 134fps which is much more like how it should be.

I believe that the 2070 is about 35% faster than a 1070, pretty close to the 1080 Ti performance, and it has ray tracing and DLSS, I only play at 1080p so should be more than enough for me, but anyway that's not the issue

Looks like for Turing, (and probably later) Afterburner will keep saying "PWR", especially in Superposition. But it still allowed for some core OC'ing! At least that was the case with my GTX 1660 Super. Despite Afterburner kept saying "PWR", I got a higher score! LOL!

Tops out at about 1780Mhz on the core and 1750 on the memory, is this normal?

What was your time spy graphics score (ignore the overall score and CPU score)? My previous graphics score with a MSI 2070 ventus was around 9200~9600
How you describe the unigine heave benchmark difference is really unclear, are you and your friend using the complete same benchmark settings? Are the GPU clock settings all the same?

Hey all, quick update. I tried to flash the BIOS incase it has some modded mining bios or something. Unfortunatly it sent Windows into and "Unbootable State" and i couldnt boot. luckily i could boot in safe mode and restore the backup so im back to square one.

I used this Bios - https://www.techpowerup.com/vgabios/215531/gigabyte-rtx2070-8192-190925
This is the correct BIOS to use right?, FYI it was my first time flashing a card.

Rtx 2000 and up do not have modded bios, gpu drivers would fail.

Please get a gpu-z screenshot and a pic of the card's white stickers and post them here.

Does this help? Just noticed now in these photos that the screws on the backplate have clearly been touched.
The current BIOS version as seen in the screenshot, after googling can be found on this website at the link below, it states that it is unverified, I have know idea what that means just thought it could help

Also just to confirm, i installed my 1070 again and ran the exact same Heaven benchmark and got 95FPS vs only 105FPS on the 2070

a 2600 isn't great for high FPS gameplay - most modern titles tend to sit around the 100FPS mark and wont go higher with a faster GPU.

Source: Me farting about with my 3090 on my ryzen 1400, 2700x, 3700x and 5800x before it went to custom water.

Your best bet to get higher FPS is a 5600x or any other zen 3 based CPU, or you can use higher settings in-game without the FPS noticeably lowering.


And yeah you cant BIOS mod modern nvidia cards - sometimes you can crossflash, but theres very limited options as you need one with matching hardware to your card (usually easiest with reference models, but custom PCB's are not likely to work)

How you describe the unigine heave benchmark difference is really unclear, are you and your friend using the complete same benchmark settings? Are the GPU clock settings all the same?

Yes using Identical benchmark settings, both stock cards (identical cards!) and both stock identical CPUs, only difference is that he has 8gb of RAM which wouldn't affect this benchmark. I will get him to check what his BIOS is in CPU-Z?

a 2600 isn't great for high FPS gameplay - most modern titles tend to sit around the 100FPS mark and wont go higher with a faster GPU.

Source: Me farting about with my 3090 on my ryzen 1400, 2700x, 3700x and 5800x before it went to custom water.

Your best bet to get higher FPS is a 5600x or any other zen 3 based CPU, or you can use higher settings in-game without the FPS noticeably lowering.


And yeah you cant BIOS mod modern nvidia cards - sometimes you can crossflash, but theres very limited options as you need one with matching hardware to your card (usually easiest with reference models, but custom PCB's are not likely to work)
Hi there, thanks for your Input. Yes i realize that is a potential small bottleneck, but i doubt it would be very large and still be a noticable improvement. The issue is that when comparing to my friend i know that there is something not right. 134FPS vs my 105FPS. yes I almost got a 5600x but then decided to wait until Ryzen 7000 series
