RTX 3070 fans observation / question

I have an ASUS "ROG-STRIX-RTX3070" on Win 11... I have noticed that from shared memory OR the GUI, GPU-Z seems have issues reporting the RPM values for the fans when they are below "53%" - to be clear, the only weirdness is with the RPM displays.

They seem to bounce around between zero and the actual value they are presumably running at, but firm up and give solid readings as soon as I push the fans up to 53% or higher. This exact behavior is also shown by the HWiNFO app.

Not a problem (I don't think), just wondering if anyone else sees this or related behavior... is it just reflecting some inability that is inherent to the sensing tech in use (like, not able to read RPM lower than X)?

Or is it that the fans themselves are not able to operate reliably below ~50%? That sounds weird, but if I knew the answer, I wouldn't be here asking. ;)

look in MSI Afterburner under "Fans" where the yellow line begins (this is the operating range of the fans)

you can still do this manually below the range.

Thanks! I was looking for information on whether the fans are actually functioning properly at lower RPMs, or if there was just a problem with the sensors at these lower speeds.

The yellow line indicates the minimum amount of power/lowest PWM “speed” needed for the fans to spin
