RTX 3070 TGP 550w its normal?

Hi I bought a RTX 3070 on a old PC, well on the OLD PC RTX works fine but when I installed on MY PC the RTX its no recognozide. I tried update Bios from motherboard and RTX, reinstall all drivers Nvidia, change things on BIOS, and nothing resolve this problem. Now I have another two Graphics card (GTX 1050ti and GTX 1650) and when installed on both PC´s, the two card works fine and be recognozided.
Now I see the TGP consume from RTX and is 550w, so probably I think its too much for rtx. (probably the last owner used RTX for mining)
Is there any way to lower the TGP or reset the GPU information to make it work on my PC??

May be UEFI / CSM thing...

Sidenote: That i5 7400 will be a massive bottleneck for that 3070....

Edit: Oh , better don't buy used abused miner GPU's, most of the time miners have flashed the BIOS which in general isn't working for gaming....
Yeah I disable UEFI and enable CSM and change the bios for the GPU, but its weird because the RTX works fine with AMD FX 2011 and 4gb ram.
