RTX2080 Super + Ryzen 7 1800x with Bottleneck?

Low gpu utilization is mostly due to running a powerful gpu at 1080p , but the game is also not making use of the available cpu power. I've averaged 120fps at low settings 1080p with my fury /1800x setup and now am hitting 130 to 150 fps averages at ultra settings with the 2080.
In Crysis 3 , I can max out the RTX 2080 surprisingly often at 1080p ultra settings when paired with my old FX rig.

Yep. Which is why I recommend to the OP to get a bigger, better, higher res monitor (1440p). It will reduce the bottleneck AND will reward him with a much better visual experience.

Upgrading GPU: "Damn that was expensive... At this runs a bit nicer now, cool..."

I'd think you'd be able to get a bit more out of your 1800X - I've been running 4175 mhz at 1.52 volts to mine since may of 2017 as a daily clock. ( custom loop - good board and psu) Just keep temps below 80c. 4ghz is about 1.36 volts , much like yours. Also , experiment with power saving features in windows to see what gives the best performance in your situation. Surprisingly, high performance isn't always the best.
