RX 480 cannot go over 1000mhz and keep jumping up & down

my rx 480 was fine but after few months no using I took it out and used it everything was fine but my core clock cannot at 1266 , not even 800 the core clock keep going down to 300 and 450 then up to 700 and back to 4xx 5xx up and down...….is my card faulty ? I tried to reinstall new windows + amd old and driver but the issue doesn't go away . Also I try to swap psu , i'm using it with waterblock so temperature is not an issue though.

Is it doing this under load or at idle? Screenshot of it with gpu-z while it is doing it or while loaded up with a game. DDU the drivers and reinstall newest ones? You may be having problems with the Chinese 750watt, maybe try one of your 1200watt ones just to rule out psu's. If it is at idle or web browsing it could just your power settings and different things loading and unloading the card with light useage. Are you using MSI Afterburner to OC it? Maybe bump the clocks a little.

at load, and even at idle it still jump up and down .....i tried corsair vs 550 , bequiet 1200w still can't fix this. Yes i tried DDU + drivers . I try windows high performance profile, i tried with and without msi ab =.=! this is very weird

How old is the TIM on the waterblock? Do the temps rise or stay even and steady? Is the water cooling loop full? AIO? Maybe a screenshot of gpu-z while running heaven or another benchmark so we can see temps load, etc... from sensors tab.

Time to update your system specs as the one you listed is much better than the 480 based build.

Which RX 480 is it and does it have the 6 pin older connector orf the 8 pin. Google RX 480 6 pin problems

Im using a ref 480 with 6 pin connector...

How old is the TIM on the waterblock? Do the temps rise or stay even and steady? Is the water cooling loop full? AIO? Maybe a screenshot of gpu-z while running heaven or another benchmark so we can see temps load, etc... from sensors tab.

Seams most likely to me that a Vrm has not got a gel pad on it correctly or the Tim has not gone on right.

What Tim did you use also?

What I was asking in order to diagnose your problem is that underneath your avatar, there is a link entitled 'system specs". The intent of having this link is so that when you ask about a component on your system, we can see all your other components in the build which helps us come to possible solutions. If everything is new, please update your system specs page

As for the AIO on the card ... The AIO is the likely source of your problem. While they cool the GPU better, often to no gain as the original cooler was adequate for this purpose, they often make VRM cooling worse. Starting out w/ a 6 pin 480 is problem enough, but adding the AIO seems to have made it worse. At this price point, we found the 1060 a far better alternative then the 480 / 580, but when a user wanted a 480, we told them we would not do their build w/ a 6 pin card. I would recommend that you replace the card w/ an 8 pin model. If it was just the heat, I'd say use a full cover water block, but can't see making any further investment in a 6-pin card

AMD released a fix for the 6 pin cards which reduced the clocks / performance so as to keep the power below the 150 watt limit. If not applied, you should do so.
