So I bought a Sapphire RX480 Nitro + graphics card, I installed it with latest drivers and when I run any game or 3D program, the core clock speed drops slowly to between 400-500mhz and it stays there. Memory running at rated speed of 1700mhz and temps stay in the low 60's. Power management is off and core clock in wattman displays speeds of 400 mhz. I reset all settings to "default" but nothing works. I even switched to second bios on card which sets speed to 1266 MHz, and still speeds drop slowly to 500mhz and so do FPS. Bad voltage regulators?
