RX 480 mhz problems

So I bought a Sapphire RX480 Nitro + graphics card, I installed it with latest drivers and when I run any game or 3D program, the core clock speed drops slowly to between 400-500mhz and it stays there. Memory running at rated speed of 1700mhz and temps stay in the low 60's. Power management is off and core clock in wattman displays speeds of 400 mhz. I reset all settings to "default" but nothing works. I even switched to second bios on card which sets speed to 1266 MHz, and still speeds drop slowly to 500mhz and so do FPS. Bad voltage regulators?

If your previous card (from specs) was a390 and it ran fine, it does sound like a card RMA possibility. Core clocks would drop with high temps but you say temps are fine so something is throttling it. Can you check gpu usage as well as other parameters during benchmark while it drops?

I have MSI afterburner monitoring MHZ, GPU usage and temps. During Valley benchmark, GPU is at 100% usage and no fluctuation. Temps, like I said, stay low and I know reading is correct because I can feel the air coming from the back of the card is it is cool air. I'm baffled here. But it is most likely bad voltage regulators. Ill RMA it back tomorrow.

I have windows 10 power performance level set to "balanced" and the power savings feature in the AMD driver software is off.

When I put my R9 390 back in, the problem is no longer there with all current power settings. I do not think it has to do with power savings.

Setting those to high performance helps take those settings out of the equation.

I'd swap the card.

One other option in case it's a software bug is a clean install of the radeon drivers. It could be remnants of the 390 registries causing something???

i had a problem with my reference sapphire rx 480 not attaining rated clock speeds in games, getting locked to about 500mhz with any driver newer then 16.7.2. I had to RMA, but the card works beautifully now :)

Did it work with drivers older than 16.7.2? or did you have the same issue? I might try an older driver if it worked for you.

If you own a R9 390 and it works fine, use this problem to get a REFUND.
There is not enough upgrade to warrant spending your money on a RX 480, wait for VEGA!

With driver 16.7.2, did you experience the same problems as with newer drivers?
no, but the card was def at fault. Since returning from RMA my card performs as expected and is on the latest driver.
