I'd go for RX 470 8GB and overclock it. RX 570 is just the same GPU but with higher clocks.

Your CPU is old and can be a bottleneck, but it still gets its job done in most modern games too. Where are you upgrading from?

I mean what GPU do you have now? :D

They are the same, rebranded GPUs can have different code names even they're the 1:1 thing otherwise.

Even more so considering his old amd card would be on legacy drivers for quite a few years now.
Drivers got good since catalyst 2.4, i only had a problem with 16.6, when 16.12 rolled around the minor issue was resolved.

Get the white sticker info from the card first. If its a sapphire it should be easy to restore

Can the 470 actually utilise the 8GB fully? Will the 4GB VRAM even seriously bottleneck him?

Yes it can. It has a pretty similar performance as my R9 290, and the 4GB VRAM is easily the bottleneck here in newer games.

Nope. The double amount of VRAM will help significantly more than that small clock boost which the RX 570 has over 470.

To be honest, I wasn't into the mining craze so I don't have any clue how those vbios modifications work other than a card with modded vbios has better performance in mining than with a stock bios. But AFAIK flashing the original bios back should be an easy trick, at least I didn't have any problems when I tried R9 290X bioses on my R9 290 cards, I guess that flashing a stock vbios is a similar simple trick.

I have used in games card with modded BIOS straight from mining without restore to original. It was only memory (tighter) timings mod, and not extreme tight. No issues...
Clocks/volt of GPU core was down by software.
This type of mod probably makes the memory with zero headroom for OC, depending on how tight the timings gone. Have not really test that.

If same price, 470 8GB, if not, whichever is cheaper

If you go for the 470 you can just overclock.
