Rx 580 Gpu usage, memory clock and framebuffer issues.

i'am new with amd card, is this fluctuation normal? https://prnt.sc/py2z70 seems wierd for me.
this is happen when in idle and im using wallpaper engine at the background, when the wallpaper paused everything goes to zero
it also appear when playing video or anything related but not when the card is pushed to full load everthing just looks normal.
also the gpu usage in the task manager sometimes when i'm trying to open or close an application it's rose to 100% and go back to normal in a second but i cant see that in the wattman or msi afterburner, just only in task manager. one thing i noticed or maybe it just my feeling, it seems the time when im trying to open an application it's like having a delay or load im not sure.
i've trying to install driver from the recommended and the newest but still dont have any effect, changing the msi afterburner to unified GPU usage still doesnt work.

Cooling x2 cheap china handmade, i got plenty aigo/fantech rgb fans now heh
Memory klevv dual channel 8gb 3000mhz, trident 16gb 3600mhz, random ddr2 stick

do clean install, and make sure you download the lastest andrenaline software, whats the brand of your card anyway, 1411?nitro probably

yes, nitro+ 4gb. i did clean install and installing the lastest adrenaline and after trying to reinstall again i'm using the recommended one & nothing change.

check your powerplan, make sure it all set for maximum performance, also might worth to just turnoff qindow standby mode, take a screenshot may explain well what you need to be fixed

trying it, nothing change.
btw the memory clock is always switching between 300 to 1000 all the time, when i try to make everything to the max in the wattman (1411,1750) there is nothing wierd except for the activity ( the green one) it's still fluctuated like that in game menu but not when playing like usual.

the memory clock is switching when im in the desktop, i think it's because the wallpaper engine, when im in full screen browser the clock is normal but the activity is not https://prnt.sc/py5mqs

just so you know thats normal, when you switching from gaming to desktop the game itself conisder paused, and 300mhz is idle state, for a rx580 its barely hit maxium performance, unless you forced to do hard load, try set higher res till your card feell pushed, something like 4k ultra preset and it will do maximum 1411/2000, anyway i think yours card is normal, aslong it work you shouldnt worry much about way the card do the job

by mentioning 1750 i belive yours used elpida chips, so ignore what i stated above"2000mhz" mem clock, and yes go for aother wallpaper engine, it might caused by unsuferable software too, just use simple window background:D

additional: you can also download gpuz software for better identified your gfx card, thats one of best tool for many purpose

btw how to get that 2000Mhz? from what i found in google, is that the newer bios version of this card? so if we updated the bios could it get the 2000Mhz or it just hardware related?
& idk why my clock speed cant get to 1411.. it just stuck at 1410.. ik it's only 1, i just curious:D
