Thanks.

I did save the OEM / Stock VBIOS to file.
Did NOT flash the VBIOS.
Do ya'll want a copy of the OEM / Stock VBIOS uploaded?

Further Problem info :
EFI shell lists the UEFI GOP driver as loaded / connected.

Win 7 x64 Pro won't boot with out CSM Video Legacy set. x2 mode only.
Win 10 x64 Pro will boot but stays in x2 mode in both CSM Legacy && UEFI mode.

Yes please upload your stock bios.

My card uses csm or uefi, my motherboard detects either or. Let me check your motherboard

@3oddbits, in GPU-Z right next to where it says Bus Interface, hit the Questionmark (?) and then you should be able to do a benchmark/furmark/stress test. If it ramps up from 2x to 16x you should be ok, its a power saving function.

Did you have a previous card in this system?

@XFXSupport might be able to help find the correct bios file for your card but you need to read what he requests from you so you do not receive the wrong file, but do the test as I mentioned Earlier. Thanks

GPU-Z was showing 1.1 BEFORE the stress test.
I admit to being curious about the question mark and highlighted / clicked on it BEFORE taking the screenshot.

Previous card in this system? No.

The RX480 was moved out of a Phenom II 980 x4 system.

Possibly the stock keeping unit.

One thing, did you get these chipset drivers?

Both systems are DIY.
The Video card was bought Retail / Boxed from Newegg ( Not part of a pre-built system ).

Yes, tried updated ( straight from AMD ) drivers on both Windows installs. MB Chipset also.

Are you running MSI Afterburner?

It's a known issue with the AMD installer, get Display driver Uninstaller, the latest WHQL GPU driver and also the chipset driver specifically for the AMD 9 series chipset. Disconnect the ethernet cord or disable wifi adapter. Run Display Driver Uninstaller, follow the directions, restart after prompted by ddu. Afterwards uninstall the chipset driver if possible, restart the system. Install the chipset driver, restart, install the GPU driver, restart, then reconnect to the internet.

Hi! Have you tried re-seating your graphics card?

Yes, unfortunately. 3 times.

Will try the last specific chipset driver ( AllIn1(v15.20.1060_9).zip ). And do the clean uninstall.

Not running any overclocking software.

Tried the uninstall, followed by DDU. No change.

Performing the "put it in another computer test" fixed it.

Reseating && reworking the water-cooling was the key.

Thanks to every how helped.

What drivers did you use for chipset and gpu?

For OS Win 10 x64 Pro ( GPU ) :
"win10-64bit-radeon-software-adrenalin-edition-18.2.2-feb12.exe"
Did NOT install ReLive component.
Chipset driver "amd-chipset-drivers.exe" downloaded at the same time.

For OS Gentoo Linux :
Kernel 4.9.81 --> compiled for CPU AMD Piledriver.

Both OS's are showing x16 mode now.
I can tell the difference even on Linux with the AMDGPU driver for X Windows.
