RX580 and monitor blinking black (or green) when powered off then on again ONLY with radeon amd drivers installed

the issue here https://www.youtube.com/watch?v=0KDi9EDnYmg it is triggered when i manually shut down and power on again the monitor. and only when the amd drivers are loaded (everything is fine in the bios and when i uninstall the drivers) i can solve it rebooting the pc. trying a different hdmi cable or disconnecting it wont solve it but changing hdmi port on the gpu solves the issue until i poweroff the monitor again. then both hdmi ports will have the issue until reboot. it blinks green if i change monitor Hz, and goes back to black if i revert to 75Hz. disabling freesync won't change a thing)

until i do not power off the monitor everything is perfect. i can run demanding games on 1080p high/ultra settings for hours without problems.

another thing, maybe important: the hardware troubleshooter gives me the error 0x8000FFFF only when amd drivers are installed. i tried 4 different version of the drivers and it is always the same (one older, 2 new beta and the actual stable one).
also no problems after waking from monitor power saving mode.
what other tests can i do? i only have this machine and another one with an old vga monitor and a r7 260x

That looks a little like what used to happen in the old days on the Radeon 4870 when you changed the GDDR5 clocks, and why ATi/AMD couldn't clock it down at idle.

What are the clocks doing (GPU core and RAM) when this is happening? Use GPU-Z and let us know?

thanks, i don't think i will be able to try untill tomorrow, but if it could be useful, i can say that i never overclocked anything. so it may be a gpu failure?

So you Have tried DDu ,wiped amd drivers off and then reinstalled them?, If not try that.
Also where did you get the card from?

So you Have tried DDu ,wiped amd drivers off and then reinstalled them?, If not try that.
yep. here's the full list of what i did (and always got the issue)

i got the card sold and shipped by amazon italy (sadly not available anymore, so i cannot rma the same card if i need to...)

i tried:
  • uninstalling radeon video drivers with guru ddu in safe mode, then reinstall the non beta version (i had the beta)
  • uninstalling radeon video drivers with amd clean uninstall utility, then reinstall the stable version (after this i could did not see the problem after a whole night of idle, then again the blinking)
  • tried changing monitor sleep from 10 mins to never sleep.
  • disabled hdd sleep in power saving mode
  • disabled two error windows reporting services from msconfig (also got speechruntime.exe error)
  • reenabled them
  • uninstalling the security patches installed right before i noticed the problem (here something wierd happened, at reboot the monitor osd shows up a message of unsupported resolution, but it just starts as normal..)
  • reinstalled updates
  • chenged hdmi cable (i cannot connect via vga, the only other port the display has)
  • disabled c-state from uefi
  • reenabled c-state
  • sfc /scannnow
  • DISM.exe /Online /Cleanup-image /Restorehealth
  • disabled chrome automatically running in background
  • disabled xmp ram profile from uefi
  • uninstalled live update 6, nahimic and killer lan
  • uninstalled bitdefender total security 2018
  • uninstalled monitor drivers

Has your motherboard got an option to rescan graphics card on s3 resume ,you tried so much im not full of ideas here.
Sounds like it's not getting the resolution right for your monitor for some reason can you try another display.

Has your motherboard got an option to rescan graphics card on s3 resume ,you tried so much im not full of ideas here.
Sounds like it's not getting the resolution right for your monitor for some reason can you try another display.
i'll have to look for it in the uefi options when i'll be at home again (not sure where to look tho), i dont have another monitor to try atm. if i try to change resolution while the issue is happening.. it just keeps going. if i change refresh rate, the black blinking becomes green.. (75Hz black, 60Hz green)

My motherboard had that option in the chipset features section ,you might have to look around but best bet is their or near power saving features.
You could do with repeating the issue with a different hdmi cable and maybe TV ,to eliminate them from blame.

here they are... (the first 2 with the blinking screen, the other without) the main windows fot gpu and memory clock is always the same (1141 and 1750) render test will bring pcie from 1.1 to 3.0

also i got this error message from the monitor osd while rebooting a couple of times... (the monitor supports 75hz freesync so that's what i use)

yes. even if i setup at 60Hz i also did a fresh windows install and the issue is still there. i tried connecting the monitor to my old machine with a sapphire radeon r7 260x, and the same drivers, and no issue... sadly the old pc case is too small and i can't test the gpu on it.

the rx580 works flawlessly. this is the only problem. i don't understand what it could be and i'm afraid it could be a signal of something worse...

My only other suggestion would be to try to get another monitor to test with. Perhaps for some reason the card and monitor don’t like each other. Also try a different cable, but I don’t think that’s the issue.

already tried a different cable. I also just put the r7 260x on the new machine and no issues. put againg the rx580 and for some reasont it started working ok.. kinda... if i power off the first time it blinks, then it stabilizes and never blinks again... but... only with automatic windows installed updates. old drivers 17.1.1 (jan 2017) if i uninstall and install a newer one, they start flickering again.. i don't really like these drivers but i'll try filling a report to amd. i don't know if it will be listened tho...

also... if I switch windows user it starts again. powering off and on the monitor solves it now... I'm lost

Freesync only works on DisplayPort only AFAIK.

I noticed he hasn't tried a different monitor.

Freesync only works on DisplayPort only AFAIK.

I noticed he hasn't tried a different monitor.
this is a freesync monitor with only hdmi and VGA... I'm looking for another monitor to test...

I tried both with no luck. I'm really concerned and out of ideas. I really need another monitor to test but maybe I can get only a hdmi tv

Try lowering your memory clocks after trying another monitor if it continues on RMA that card

But...
I noticed that it triggers only if I power off and on again the monitor quickly. not normal usage... maybe... I think that this can be triggered from windows wake up+manually powering it on. at first I thought that it was a sleep issue. but maybe was happening something similar to doing so quickly: I started noticing this with the monitor put on sleep by windows. I usually move the mouse to wake it up then power on the monitor with the button (i usually power it off with its button so it wont stay on for 10 minutes before the windows sleep mode) I don't know why tho, and I really want to find out

I also hope you guys can understand what I wrote...
