Check is Event Viewer and check Application and System logs for any messages at the time it happens. If it says something about AMD errors, then it's driver/GPU. If it doesn't, the monitor is doing it and the GPU is unaware.

You can also try running at 75 Hz disabling FreeSync.
already tried that too.

thanks to everyone. i filled a report to amd. when they reply i'll update here

Anything about the time it happens?

If the GPU was doing it, the driver should have made note of it. I think the problem is in the monitor itself, likely something decoding the signal to display it.

Have you checked for updated firmware on that monitor and updated it? FreeSync displays often have some growing pains that are fixed by firmware. Edit: Doesn't look like there are any.

I'll have to check again. sadly I won't be able to use my pc in the next days. I'll update about this. thank you.

on another note, I noticed some dead pixels... I don't know if it is a coincidence, but I did the eizo monitor test before and never seen them. is it possible that they died recently? (1 dead always visible and other 2 one near the other.. I guess they are dead but... I can see them only looking from an angle...)

update, i asked amd and they told me to change gpu. i tried to RMA. the new one works just like the old one. everything is perfect aside from the blinking. maybe monitor and gpu aren't fond of each other. i'll live with it. still i'm not shure why this happens.

I'm experiencing exactly the same issue, tested multiple hdmi cables and monitors,
Also tried everything as suggested in this post, most of the time the screen works perfectly, until I try to switch the screen off and on, open older games and recently it has started flickering directly from start-up, which forces me to restart the pc once or twice before I can carry on working again.

I don't really want to go the RMA route, since stock for this card is a problem in South Africa, If I send it in I might end up having to wait months for a replacement or end up getting a refund, neither of which would be preferable since gfx cards in general are a pain in the ass to find before the damned miners buy everything available.

specs are as follows:
SAPPHIRE RADEON RX580 8GB NITRO+ OC
GIGABYTE AORUS AX370-GAMING 5
AMD Ryzen 5 1600X
CORSAIR 16GB DDR4; 3200MHZ; VENGEANCE LED
CoolerMaster Hyper 212 Turbo
ADATA - SU800 128GB M.2-2280 Solid State Drive
Windows 10 Pro (up to date)

So...you both have Sapphire cards...I'm picking up a trend. There's likely something wrong with the RX 580 VBIOS. RMA doesn't do any good because the new VBIOS match the old. Had similar problems with a Sapphire HD 5870 in the past. My solution was to wait until it was out of warranty and flash reference VBIOS to it. I wouldn't recommend doing that though because you could brick the card.

AMD is aware of the Sapphire issues but I don't know what (if anything) is being done about it.

Must have because all of the odd issues lately are Sapphire, Sapphire, Sapphire.

My best advice for now is to go back to 17.9.3 drivers. I think Adrenaline edition is what exposed the flaw in Sapphire VBIOS.

I didn't. I didn't even try to overclock anything on my computer :/

Thank you for affirming that, i try to scope out all possible cases of failure.

Try what FordGT has stated, report all findings to AMD and Sapphire.

Make sure chipset driver is updated to latest and motherboard bios is too.

Monitor is a brand new Dell SE2717H also tried it on my LG TV and my gf's old Samsung 23" Monitor, it's only done it twice on windows startup, but both times I heard the "ding" that you hear when hardware is being connected. It might be OS related? Windows 10 updates do have a tendency to screw with stuff.

I had similar issues just after building the pc where games would glitch out in the same way with the screen sporadically going blank and then come back a few moments later, but it only did that if I chose "Fullscreen" in the game settings, "Fullscreen (Windows)" fixed that issue for me. But from research everything seems to point to the Windows "Game Mode" that is now switched on by default. Anybody have any insight into that?

Oh, and sometimes the monitor randomly gets vertical static grey lines that appear for no reason, but again you hear the hardware "ding" , also sometimes when alt-tabbing between a game and the desktop. I know there was a similar issue with the RX 480 cards, but can't find a solution anywhere.

I have tried 17.9.3 drivers, but will DDU again tonight and retry them to see what happens.

that's exactly my monitor model... i tried two of them. i always have the same issue. i also hear the windows sound of connected device when it does it. as i said before i tried reinstalling a fresh windows 10, and nothing changed. i think i checked the game mode status too, but i'll have to check again. i tried so many things i don't remember everything :/

Have you tried to reproduce it on linux? Download any distro with live boot support (personally i'm usually using any flavor of ubuntu) and launch it in live mode (without installation on drive).
