Hello so i have bought an ex mining card and at the first the clock was pretty low like 1100mhz-1150mhz i have searched for the problem and i found this thread This

I have read the comments and i manged to flash it to the stock one but its still in range of 1350-1330mhz it should be <mem.2000, core.1366> so my question is. Is it have problems or no ? sometimes it ll get to 1366 but not stuck at there .. temps are so good like 65c-71C (VRAM,PLX,..etc) max with 1800rpm.

These cards normally come with dual BIOS (silent and performance) and a switch.

If you suspect the card was modified by the seller, check out this thread to see how to recover the original BIOSes.

My problem is not with the bios but with the card itself is it possiable that the card is boosting to 1366 not being at 1366?

Yes. Its "Up to 1366 MHz". Boost clock depends on power limit (TDP), temperatures and the load needed by the 3D app.
