RX580 usage spiking 0-100 up and down

So I bought an used Powercolor Rx580 8gb Red Devil, don't know if the card is modified or not.
Anyway, the case here is no matter I play the GPU always spikes up from 0-100-0, as you can see in the pictures. (charts are: 10bit FHD video - Hearthstone Furmarks and Apex legend). Is it a normal behavour? My CPU is Intel Xeon1230 E3, it should be equivalent to the i7 6600.

I want to flash new bios to see if it'd fix the problem but can't find anything here: www.techpowerup.com/vgabios/?architecture=&manufacturer=Powercolor&model=RX+580&version=&interface=&memType=&memSize=8192&since= . Those are different cards, Samsung & Hynix memories, mine is Micron.

Only ran 1 hour furmark's stress test so far. What should I do?

After patch 1809 windows 10 gpu usage of amd cannont be measured properly with msi afterburner,gpu-z,aida64 etc etc only win 10 task manager>performance>gpu measures it like it should, you can flash 1000 bioses and you will do nothing so atm there is no solution except like i said taskman.

Games have varying loads ... so to address the issue you have described, a constant load utility is a great diagnostic tool ... that does not mean it's good for stability testing. With kudos to Sherlock Holmes, the logical way of find a solution by eliminating everything else ... We use Furmark to develop pump and fan curves for each WC build.

So with Furmark, you GPU load should remain constant ... so should your Power Draw. Might want to try using a Kil-o-Watt meter to measure Power usage.

Forget BIOS swaps unless ya have the cash on hand to replace a bricked card.

Download HWINFO64 and use 'D3D Usage' instead of 'GPU Utilisation'. It will give you the proper 3D load reading.

Any (free) game you could recommend? Apex Legend crashed yesterday after 1 hour with highest settings, I've (clean) reinstalled driver and it's been fine for 2-3 hours.

I have The witcher 3. Would that game be enough for stable test?

Any game, you can do 3Dmark, unigen tests.
