Ryzen 1600 AF dropping below base clocks

I have a little question

I built a really cheap PC using some new some old parts

The main specs are

1600AF
Gigabyte B450M-H
16GB Ram
RX580 4GB

I overclocked the ram to 3600, got it to pass 2h of aida 64 and 1000% memtest. Thats all good

However, I moved on to testing CPU and I notice that in R20, everything stock it drops below its base 3.2Ghz to 3150 or 3100. Undervolting by 120mV did bring it up to 3200 but I am not sure if this behaviour is normal

Board is on latest Bios F60h and stock cooler (Wraith Stealth). I tried every bios version from F1 to F60h, same results.

Temps are around 62C when stock in R20, no undervolt.

HW Info says I run TDC at 100%, EDC and PPT limits are not reched

I also tried turning the ram OC off, even running XMP Off, same results

Any advice?

When a board feeds with more than the proper voltage or amps the chip protect itself by underclocking. When you reduced voltage it reached its limits later on the clock scale. Many boards allow higher than the proper voltage when on auto.

Those temps seem high. My Ryzen 1600 with stock Wraith Cooler usually sits around 30-40C at maximum load (No OC or voltage tweaks though).
How is the airflow in the case?
Can do a test with the side panel off and see if the temps go down and the processor stabilizes.
You mentioned old parts, I am betting the bearings on one of the fans isn't doing so well. Potentially the CPU heatsink.

Yes. Unless I am getting my numbers mixed up with my old i3 4350 setup. My GPU would always sit around 60-70C, but my CPU never went over 40C. I can double check tonight. I used to bench it with Unigine Heaven.
Also I am running a different case and a much more powerful GPU so I am due for a new stress test and the numbers may be higher or even lower as a result, but not expecting more than 3-5C extra than the old setup.

I also just remembered that I am crunching WCG on all cores 100% right now as well, so the CPU should be pretty maxed out as is.

Truth still be told that I used Unigine back in the day to get my CPU heat numbers though. Did run Prime95 every now and then, but the true basis I went on was 3DMark and Heaven since I primarily used my high end rig for gaming and figured that would push the hardware to it's limits with a looped run.

The CPU and Board are Brand New. The stock cooler on this is a Wraith Stealth.

Everything else is 2nd hand or re-used from my main rig. I will test with the side panel off but i doubt it will make much of a difference.

Could be that the board is over volting the thing but still, R20 isnt the heaviest of loads for it to downclock to 3100mhz. Bu this logic, Prime 95 should see it under 3GHz

I guess a heavy undervolt/custom p states is required

You must have the coolest 1600 in the world then. A quick google search turned up some results showing people idling anywhere from 35-45C on the 1600 with the Spire. Slamming it with a Cinebench run or Prime95 should easily bump it above 60C if I had to guess. I'll turn my OC off on my 2600 when I get home from work today and see what it idles at. Obviously Zen and Zen+ are different architectures, and I am running a static all-core OC, but I believe my CPU was around 50-55C while gaming last night, and that's on a much beefier cooler. Although I do tend to prefer less noise to cooler temps, so fan curve is another factor...

I run all of my 1600AFs at 4000MHz @1.25v. it runs cooler and faster if you lock the clock in. One of my 1600AFs can do 4.2GHz at 1.35v but I usually just run them all at the 4GHz setting.

I had a 1600 AE that was indeed such a weak overclocker that I just left it at 3700MHz all core.

I am really curious now as to what my numbers will be. Unfortunately before I had a Cougar MG100 case with triple intake and 1 out-take fan and now I have a Riotoro CR1080 Small (Love the cable management and window on it) with only 1 intake and 1 80mm out-take.

Regardless, whatever numbers I get, the end result is that OPs temps are fine compared to other setups and not the reason it is underclocking itself.

I apologize for gearing this conversation so far away from the initial question.

Well I have egg on my face. I was way off as all of you have predicted. In fact, my current setup is hotter than OPs. I am wondering what it was in the Cougar case, but it couldn't have been lower than 60. I definitely confused it with my previous Haswell setup. Sorry everyone :\

No worries! I just thought those numbers sounded really optimistic for full load on a stock cooler.
