I've been having this issue where my 2700 doesn't boost to 4.1ghz in any games or benchmarks and I don't know why. I check my temperatures and they all look fine but why won't my r7 2700 boost  My r20 score seems low too. Please help

You might need a better Motherboard.
TDC (Thermal Design Current) hits the 100% maximum mark, this is the maximum Amperage allowed by Motherboard design.
There's a run down here of the terms.
edit: your Core Voltage looks low too, I think it should be around 1.3V.

Would undervolting help at all or at worse disabling cores? I play tested for 4 hours on it I saw the vrm get to 67c hwinfo and the cpu stabilized in 64c I didn't have any shut downs or weird fps drops this was playing control and witcher 3. Clock speed was only 3.45ghz when using msi afterburner.

First thing, disable periodic polling under safety/cpu clock management in hwinfo. Then you should be watching "Effective Clock" for your clock speeds. And most importantly, while running Cinebench you need to run the single core test not the multi threaded test to confirm what your max boost is.

Yea, you gots some issues there. That single thread score is ridiculously low and it makes sense since your max boost was only 3337mhz. How do you have your cpu setup in bios? Btw, a 2700 should be in the 410pts range for single core stock iirc.

Everything is stock no overclock on the cpu just xmp on the ram, latest bios which is f50. I can reset everything in bios and try again but doubtful it will change anything.

Something is wrong obviously. Look at your voltage, it never rises above 1.1v.

Yeah this is weird and I have more than adequate PSU I'm lost here.

I wonder if I force a constant voltage and see how it goes will anything bad happen?

Well, I'd suggest you take and post pic/s of your bios oc/tweak screen. I'm not familiar with the bios on your board but I'm sure others are. That'll at least give us some place to start.

Unless your BIOS has such low values for stock 2700, I'd say there's some undervolting going on there. Also which board (specific) model is that? There's also one other possibility, what's the power plan atm & min/max processor state under it?

Sounds like a mobo issue to me then. Strange that the ratio clock was at 32. It should be at 37 for stock settings.

Set it at 37, then test again. watch the voltage and temps. Voltage for stock should be between 1.24 to 1.28. ( at least it is for my on my system )

Yes though the trade-off in temps & more power may not be worth it. Depends on what you need/want though it is strange that Auto settings locked/set the multiplier at 32, any way good luck with the chip & if you can get the desired clocks perhaps try undervolting if you're into the tinkering OCD:toast:

I'm going to leave it on there 24/7 doing gaming and regular usage and will report back if anything out of usual happens.

Okay well 4.0ghz is out of the question because when I booted into windows it was fine then I did cinebench single core benchmark, it black screened on me and I had to reset it.

4ghz all core will require 1.32v ish give or take.

When you put in the memory timings did you unlink the IF?
It is on 1500 when it should be on 1800, this might restrict the CPU speed also.

No how would I do that? My ram is 3000mhz since I bought it for my other intel build didnt think I would go to ryzen.

Since you don't know, we can assume everything is still on Auto and not tinkered with. ;)
In that case you might need to get someone to help you input timings, perhaps a shop or friend can look over the issues?
