If it's an old AIO it's entirely possible that there's is growth, corrosion or other contamination either clogging up the cold plate or otherwise impeding flow. This wouldn't necessarily show on RPM readings or anything like that, but if that's the case you might be able to feel it just by touching various parts of your loop. If the pump/block housing and tubes close to it are hot to the touch but the heat seems to lessen before the radiator, you've got a flow issue. Also, moving the PC might have shaken loose debris in the AIO and caused it to accumulate in the tightest spots of the loop (typically the cold plate), thereby suddenly impeding flow even if the cooler worked fine previously.

I would plug the pump to either a dedicated waterpump header on motherboard (if its supported) or plug it directly to 12V just to be safe. Previously I use Seidon 240M and I get some pump noise when plug to motherboard but it disappear when plug directly to 12V PSU via adapter.
I never thought of that - i've had issues with AIO pumps in the past, i'll give that a try if it ever comes back

I currently put a cheap Gammaxx 200T that I had laying around on it and it idles around 36-49^C depending on the room ambient

But still a lot lower the idle on the AIO

That's what I did after the AIO in my partner's Threadripper workstation clogged. Haven't had a single hiccup since, and it's quieter too. And that's even with a relatively modest single tower Noctua cooler. No regrets there.

What credit card did you buy your AIO with? A lot of credit cards offer additional 2~3yrs warranty. Might worth a try to claim it

We got it refunded, it failed within a year so no worries there (also that series of Threadripper AIOs from Enermax were notorious for clogging) but even beyond that Norway has fantastic consumer protection laws that enforce 5-year coverage of production faults and similar failures for anything meant to last significantly longer than 2 years - so all PC equipment, in other words.

That AIO pump must have been stalled (locked up somehow) or straight up failed. You should have similar temps with a decent air cooler as the H60 would do.
Think 36 degree is still a tad bit high, 49c idle is still too high.
Looking for 30c (give or take a couple) at windows idle.

What is your room temp though?

The high ambient temps is what becomes the issue, Try to stay closer to that 26c or below ambient range if you can.
Gotta window? Can you use a portable A/C unit or something?

Nearly impossible to keep temps stable in a garage

also no windows but there is a portable AC in here
