No.
e5-1660 is really a high-binned 3930K. Higher IPC than anything Nehalem, even the in-betweeny chips. (I think like umm..x5660s)
The multiplier is unlocked, even. Pretty sure it turbos up to 3.9 Ghz or so.
It's the usual
3.9
3.8
3.7
3.1
3.1
Etc
Or the 3.4, 3.4, 3.4, 3.3. Etc

Just from what I observe with my Xeons.

I think they mean it can turbo up past stock clock as unlocked, not as in changing multis in bios.

X1660 is 6-cores and turbos up higher. May be more cache as well.

Actually both..it has stock turbo, and on an x79 board, it can be OC'd just like a 3930K, and they're binned better.
You won't be raising multiplier with a Dell BIOS.

It doesn't say "multiplier unlocked" I don't think, but it is.

Would say an overclocked x58 hexa out do the 1660 stuck at stock speeds. If not I'll just flip the x58 board and chip on eBay.
Well...I have X58 before and I have X79 now and I must said that X58 is still awesome platform with the properly OC 6 core Xeon in it.....considering the speed and the benchmark result from my experience I will said that 6 core X58-Xeon on 4,2Ghz is approximately more or less equal as X79 6 core Xeon on 3,5Ghz and If you ask me personally I will chose platform with the more quality mobo in your case that might be the X58 Asrock IF is it in good condition......but hey that's just me also It's depend on the money and if you can profit from that X58 then why not.....it's your choice......

1620s are not unlocked, only 1650-70s. -V2s, too.

Why not just look for a 3930k or a 3960x and call it a day? If you want to overclock, I'd just avoid Xeons altogether. (Hell, I'd avoid using a Dell as well.) If the op is considering a E5-1660, there really isn't a good reason to discount just getting an i7 since there really aren't many features you're losing by ditching a SBe Xeon unless the board doesn't support i7s, being a workstation board. Either way, I wouldn't expect much in the way of overclocking on a system like that. I'd just pick the CPU with the highest boost and base clocks.

Because only Xeons are supported by the system in question, the T3600 the OP owns. Core i7 CPU's are not supported. Not to mention the fact that i7's are much more expensive compared to Xeon equivalents.

Overclocking in not supported by that system and is not a consideration by the OP. However Xeon's have proven to be very overclockable.
I'd just pick the CPU with the highest boost and base clocks.
So, the E5-1660 then?

honestly some of the best clocking chips ive played with are workstation class chips. They are binned better than their desktop counterpart. Look at the x5660 on 1366 it gets 4.4-4.5, the older xeon x5450's on 775 boards can get to 4.1-4.2 all day, and even the legendary opteron 165 that was known to hit 2.8-3ghz all workstation class chips.

They are also cheaper than the desktop chips after 3-4 years because at that point the servers that ran them are being replaced by even faster ones and the recyclers end up with a glut of server chips.

x5470 vs q9650
W3680/3690 vs i7 980x/990x
e5-1660 vs i7 3960x

One is cheaper and the xeon's are the same core, and they are unlocked except the 5470 which means on a 1366 or 2011 enthusiast board they will also overclock, but at a much cheaper price

I wasn't sure if that was the case or not.

You're also talking about chips from about a decade or more ago. Xeons these days are locked most of the time which is why I brought the i7 up. I guess that's not really an option though with the Dell motherboard.
