If you can't push it even with a bobby pin, you can try to flash it.
Post screenshots from GPU-Z. Main window and Advanced tab > AMD BIOS.

1410 mhz in GPU-Z if you meant it.
Already flashed yesterday and unfortunately my videocard now is a brick. I'll try to flash again with pci riser and second one videocard. When i done, i will post reply about, maybe it help someone.

I check all compatible bios and now it starts fine, but main problem with low FPS still there. Then i try to use different driver version with properly uninstalling the previous and now its ok.
The problem was in bad driver, current version is 19.5.2 with windows 7 x64 and it works very well.

Start a new thread please, get sticker pics from the side of the heatsink near the pcie blade, a GPU-Z screenshot and also a screenshot of the Advanced Tab Memory Timings (Click the Chevron next to General and Select memory timings)
