Ok random question, a friend has this on his screen and cant get rid of it
Any ideas? I've never seen it

He found the issue. Using Task Manager and start up he eliminated a few programs and it went away

does this issue persist outside the stupid dog scenario ? tried changing the wallpaper to one with a cat ?
