I ordered a PowerColor R9 270 back in December 1, the date I mailed out my PowerColor R9 290X to fix a loud fan. I noticed three issues with this card and conversed with PowerColor about them all. I'll paraphrase what they said in bold and my feelings non-bold after that.
1) The registration form on the PowerColor website would not accept the card's serial number. They said to send them information to manually register it. I did but they didn't manually register it yet because of my other issues. I hope/think this is a non-issue that they can fix so perhaps this one should be ignored.
2) The card had a mail in rebate offer and the UPC code on the rebate's last three digits does not match the card's last three digits. You know how finicky they are about rejecting any rebate that has any issue whatsoever. PowerColor said they would honor the rebate. I don't trust that response. If they reject it and I complain, the back of my mind tells me I'd be wasting my time and mutilating an otherwise perfectly good box.
3) The card artifact four times I can recall:
#1 (December 4): started a YouTube video on the main screen while running 15.7.1 drivers, the entire screen turned white with streaks of color going to the right. My secondary screen, powered by an HD 5670 did not exhibit the behavior and I could see my mouse over there. I hit ctrl+alt+del but that didn't get me anywhere because I couldn't see the screen to click on Task Manager to kill Edge browser the YouTube video was in. I ended up hard restarting because I was out of options.
#2: It did it again but this time, I rapidly cycled between artifact and the desktop probably at least three times and the "Display Driver stopped responding" bubble appeared in between. It was making a racket like the device was connected/disconnected/connected while this was happening. The computer was still usable after this happened.
#3 (December 5 or 7?): Seeing #2, I started to uninstall 15.7.1 drivers. The uninstall process did not complete because the main screen AND the secondary screen displayed the same artifact. I had to hard restart again!
After the restart, I started to uninstall the 15.7.1 drivers again and this time it went without a hitch. I then proceeded to install 15.11.1 beta drivers. I believed the problem sorted for a few days until...
#4 (December 8?): Off of a cold boot, I started a video on YouTube and it happened again. This time, I pressed ctrl+shift+escape and was able to kill Edge browser via my secondary monitor which made the primary monitor immediately recover from the artefact. I kept using the computer after that, including trying to watch the same video, and the artefact did not recur.
They said to return the card to where I got it.
The last one happened many days ago (in event log, the most recent date I can find of display-related issues was on the 7th). I have watched many YouTube videos and played many game since and there has been no problems and I'm half way to the end of the refund window. Should I return the card for a refund or should I assume the issue was Edge or driver-related and was fixed?
