I just got a new OCZ 700w ModXStream PSU.

Since I am in the process of building the computer, I have nothing to plug it in to, ie no mobo.

My question is, should the fan spin or should it make a noise if I plug it into the wall and turn it on?

Not unless you short 2 pins on the 24pin connector, I believe it's the 2 pins connected to the green and black wires. Try that, if the fan spins you're good to go.

See the PWR ON and GND pins?

No, it shouldn't.

you need to turn on your PSU if there is some component attach on it (example: HDD, VGA/GPU, MOBO, Fans, Etc.)

no the fan will only spin when the PSU is acuatly turned on.

to do this you must Short the Green wire to a black wire, get a papper clip or a peice of wire anything that conducts electricty and hook one end to the green wire and the other to a black wire.

that will activate the psu, now your fan may not spin even then if the psu is not hot enough.
