I have Throttlestop set up on a 1909 clean install that's only been up for a couple of days. Windows Updates are still on pause, no new updates in the past few days outside of the initial install. TS worked fine up until today, after a reboot, TS is for some odd reason unable to launch, throwing up the WinRing0.dll issue. Before I clean installed 1909 after making an SSD upgrade, I was also running TS on an up-to-date 1909 installation without issues. The SSD is the only hardware change, and like I said, up until this reboot today, everything worked fine.
I have all the bare necessities in the way of drivers, Secure Boot is enabled as it is by default, and Bitlocker is not enabled. All of these conditions have been true since the clean install, and many reboots have occurred between the clean install and TS suddenly not working, without incident.
I'm now up to date on 1909 with KB4550945 installed, no more pending updates. TS still doesn't work. I'm making do with XTU right now, but it's a serious pain in the ass as I had to circumvent the platform check in the installer, and XTU neither starts at boot nor can change the turbo bins on my 8550U.
EDIT: I'm a idiot. Enabled Memory Integrity for some reason last night and didn't actually reboot until this afternoon. TS works now.

- Literally the only thing that has changed today is the addition of Redistributable 2015 x64. Removing it made no difference.
- I've tried the usual tricks with running OpenHardwareMonitor before trying to open TS in order to get WinRing0 going, no difference.
- My TS settings were stable in day-to-day use and numerous TS Bench runs up to 256M. Never any sign of instability.
