I am trying to flash my gpu card( VEGA 56 MSI AIRBOOST) to the VEGA 64 MSI AIRBOOST (both bios with HBM2) but it dont work with amd vbFlash (subsystems IDs mismatch) and when i try to force with cmd with the commands "amdvbflashWin.exe -unlockrom 0" and "amdvbflashWin.exe -f -p 0 bios.rom" it just load and nothing else.

Click arrow next to uefi check box in gpu-z and try to upload bios within program to vga bios collection/database, you should get a warning the bios is already in database with a link, copy and paste that link here.

Also as @eidairaman1 said earlier it DOES matter if you opened the cmd with or w/o admin privileges.
