Firstly, I would like to say that I'm ready to go for the watercooling route now. I have a budget of about $200 (USD), and I need to know something more about wc-ing, between these two components. Which one has the best performance out of this two kits?

P/S: I would also consider custom watercooling too, within my budget that is. Any recommendations is greatly appreciated. Thanks everyone in advance!

For $200US, custom is the way to go, if you can find the parts.
