What you circled in red is what Intel calls the Non Turbo Ratio. On a retail CPU, the maximum that software should let you set this to is the same as your default multiplier which is 22.
If TS 8.30 was letting you set this to 27, that was a bug in TS that I must have fixed. Fixing this TS bug was obviously not a good thing for your ES CPUs.
Can you try running TS 8.30, set the Non Turbo Ratio to 27 and show me a screenshot that confirms that the CPU is using the 27 multi. To get TS 8.30 to start up without complaining, temporarily adjust your system date to March 1. With your CPU loaded with a thread or two of the TS Bench, can you run the RegReport program one more time? I think I understand what is going on. Some more numbers will help me confirm it.
It will take me a couple of days but I will try to add this bug back to ThrottleStop so you can enjoy your 27 multiplier again.
