Titan X Maxwell Memory clock stuck at 1502/3004 MHz

Why would this happen? The advertised memory speed is 1753 MHz or 7 Gbps. MSI afterburner doesnt accomplish much in moving the clock, although lowering the clock does work.
Specs:
Ryzen 3700x
MSI x570 gaming something or other
16GB 3733MHz DDR4 1:1 mode
Titan X Maxwell 12GB
P106-90 3GB - problem occurs even without this installed and with fresh drivers

Also another weird thing, i get more TFLOPS at 60% power lol 7.0 TFLOPS instead of 6.6 TFLOPS.

it might be a reporting error ngl also for some reason screenshotting reset the +250 mhz clock setting i had to +0?

It has to do with something called a P2 state, Nvidia's drivers detect compute workloads and force a power state that has a lower memory speed.

You can use nvidiaProfileInspector to disable it.

No, was having the same issue before I ever put that card in my system.
It has to do with something called a P2 state, Nvidia's drivers detect compute workloads and force a power state that has a lower memory speed.

You can use nvidiaProfileInspector to disable it.
I can't set a memory oc even when im using 3dmark to test, even after restarting pc
