I've managed to reach level 24 but my weapons are still underpowered, so more grinding on side missions is called for and also to fully upgrade the base.
I found this Basic Field Manual which is very helpful for those of us needing to level up to 30. It's very detailed with excellent advice on tactics in general.

Are you referring to the first game or Division 2?

on the contrary,I found all types of builds in division 2 to be fun to play and effective
just for different situations

get a hard hitting AR with good stability and acc and a good talent and you're smashing everything.

my personal fav to play single player missions was a rifle with great stability,then put a marksman scope on it with a huge headshot bonus and use that talent where body shots add to headshot.
pair with with sharpshooter spec to ghet extra stability and headshot damage and use patriot pieces to get a big magazine capacity increase.
absolutely unstoppable build.

the game is so damn fun and good looking I wasn't even mad a dlc was needed to finish it.

I guess it does require two players at the end because of a dual-switch mechanism. Still, game was pretty easy except for Heroic difficulty.

you could go one man vs army but on heroic it'd take a day to take them on.

Yes, Division 1 and it's simply a handy guide for newbies.
I use the scope on the Military Scar H and really enjoy those headshots, but I really need weapons with more DMG, like a good assault rifle.
Nothing on sale or available to craft at the moment, so I'll have to keep grinding to level 30.

A shame Division 1 doesn't have the M1A. It's the best assault/sniper hybrid in Division 2.

I never got into that level of detail with my "loadout." Once my brain begins going down that road it feels like work so I stop.
