you are located in france ? whats your ping to cdn.forumcdn.com ? what ip address do you get for that hostname ?
are you talking about the frontpage (www.techpowerup.com/...) or the forums (forums.techpowerup.com/...) ?
when you click that link: http://cdn.forumcdn.com/tpu/forums/images/misc/header.jpg
does it show the tpu forum header or an error ?

changed some settings, check if it loads faster now
