I have a iBUYPOWER WA563GT2 Gaming Desktop PC With AMD FX-6300, GT1030 2GB, 1TB HDD, 8GB DDR3, and Window 10 Home and I was wondering if I could upgrade to a gtx 2060 graphics card. I want to upgrade it and I need help to see if it would work before I buy the card.

You may want to look at alleviating any possible bottlenecks within the system. If that 8GB of system RAM is only single channel, you may want to grab another stick to help that FX-6300 out as much as you can. The FX-6300 may prove to be a bottleneck depending on the resolution you're using.

As already mentioned, the PSU will also have to be powerful enough and preferably supply the right PCIe cables for the RTX 2060 as I'm fairly certain, particularly when the system came with a GT 1030, it'll probably not be safely sufficient.

Also pay particular attention to the length of the card and make sure the case has enough room to fit the variant you're looking at.

According to Nvidia the 1030 draws a maximum of 30 watts and according to the review on this site the 2060 FE draws around 164 watts in average gaming with a peak of 170 watts. Can you give us the info on the side of your PSU? Especially what it says under +12V amps. Also the 2060 FE requires an 8 Pin connector. If you're not sure what that is post a pic of the wires coming out of your PSU.

Your PC has no power to drive 2060 so it would be waste of money.

It's a generic 350w psu you cannot run a 2060 unless you upgrade the PSU to a decent 550-600w branded psu with pcie connectors. Anything EVGA, seasonic, corsair etc should be sufficient though to repeat myself, your current psu will not power a 2060, just beware of this before you buy it and get disappointed.

You better get a new pc (not from ibuy), assemble by yourself at least a ryzen to hold that gpu

Could I upgrade to a 1060 3gb?

I don't know. The 1060 3 GB uses less power than the 2060. It uses around 120 watts typical gaming and 130 watts max gaming but all of the ones that I have seen also require an 8 pin GPU power connector. I don't think your PSU has one and even if it did I don't know how many amps your PSU has available on the +12V rail. Can you post info about your PSU so that we can help you.

Edit: I did see a mini 1060 3GB that only needs a 6 Pin connector but the question of your PSU still needs to be addressed.

My neighbor has not talked to me in years because I called the system, very much like this one, that she had just bought for her son's birthday a P.O.S. to my son who then repeated that to her son who then repeated it to her. (the first thing that son did when he got a job was to come to me any say, "I've got $1,000, what can we do?") (he was able to upgrade the original GTX 970 to a GTX 1070 Ti without a second thought a few months ago)
Stay away fro the 1060 3 GB. That VRAM amount may very well become a problem.
OP, the one card that has not come up is the GTX 1050 Ti. This would be the safest bet for your system as is. If you want more GPU power, you'll need to upgrade the PSU as well, which is not hard. (you should be able to find some Youtube videos to assist you)
Here's a nice PSU on sale:

Combine that with a:
GTX 1060 6 GB
GTX 1660
GTX 1660 Ti
RTX 2060https://www.newegg.com/Product/Product.aspx?item=N82E16817151095

Of course, after all of that, your case has to be able to physically handle the size of the GPU and handle the additional thermal load.
