Could be just as complicated as banning an I.P. address.
If a parent sets up multiple accounts for their children using the one phone, all of them get affected, much like the IP ban.

Yet in my case I can get a new phone # for $0.50, but I am stuck with a pool of x6 IP addresses shared by 1050-something people.

This is only in beta and they are currently testing it out... it has only been in effect maybe 2 weeks.....

Prime Matchmaking is separate queue than regular matchmaking, it is optional and you do not have to participate......

Prime Account Matchmaking excludes some types of phone numbers, such as VOIP numbers and some carriers. If your Steam phone number does not qualify, you'll need to re-associate your Steam account with a qualifying phone number.

I wish people would read or do some research before spamming about like Nvidiots and AMDorks do on their fanboy tangents.... it's really annoying.....

I am all for anything to get rid of the smurfs and cheating. I have nothing to hide or worry about so by all means link my phone to my account. If you are that worried about DRM and such, do not ever install ESEA or any of the 3rd party clients for CS:GO.
