vampire won't feed. Help! (skyrim)

So my character contracted vampirism, which I did intentionally, however, he won't feed. WTF? Anyone have a clue as to why that is.
Note : No mods or expansion packs. Just vanilla Skyrim.

Considering you didn't get vampirism through the Dawnguard EP I think the first tip might help here.

- If you are having trouble feeding because your vampirism progressed to Stage 4, you can use your powers to turn invisible, and head to a military camp. Make sure it is between 7pm and 5am. You'll find soldiers sleeping in tents, just walk up and feed.

Good point. I thought that the seduction spell was for calming people so you could bite them.
