Vega 64 Locked in Low Power Mode

Hi all, first post here. Really hoping someone can help me out here.

PC specs:
Ryzen 3600
Msi B450 Tomahawk (Latest Bios)
Fresh Windows 10 Build 19042
AMD reference Vega 64 + Aio Mod
Gskills Trident Z 2x8 16gb Ram (Memtest 0 errors)
Crucial mx500 500gb SSD OS (no bad sectors)
Crucial mx500 1Tb SSD (Game Drive)
XPG SX6000 pro 1TB Nvme (Game Drive)

Did a clean windows install after constant system crashed. Now my Vega 64 is locked in a low power state. Ive reinstalled windows twice, and DDU'd in safe mode more than 6 times. Regardless of what driver I use, games and apps that use my GPU crash to desktop without an error message. Ive ran a full memtest on each of my ram sticks and have gotten 0 errors.
Ive tried testing Witcher 3, BF5, CP2077, GTA5, and Blender Render. As soon as a load it put on the GPU the application crashes. Currently Im on driver version 20.3.1, but have tried older drivers to no avail. Im really hoping this isnt a sign of my Vega dying out on me. Ive also tried flipping the power limit on my card, but that didnt make a difference.
From what I can tell, it seems that the card isnt leaving the idle state, fans dont ramp up like they normally did when I launched a game. Tried running unigen Heaven to see what was up, and my card runs at ~1000 mhz core, and ~ 800mhz hbm clock. Changing the overclock profile in Radeon Software also makes no difference.

Really hoping someone might be able to offer me a suggestion. Unfortunately I dont have any other PSU's, GPUs etc I can test it on.

Are you using UEFI BIOS version 1E? 1E looks like the most proven for Matisse. The one after that, is a beta.

I was using 1E, a fresh windows install on that one did nothing, I tried the Beta bios in hopes that perhaps something was bugged with that version. It made no difference.

Are you able to update Adrenalin to the most current? That really is a bummer, makes my blazing-VRAM incident on my RX 5600XT, look like nothing. I guess two Noctuas, weren't enough, LOL!

Wondering if I should change the thermal pads for the VRAM, if such. The MSI Gaming X RX 5600 XT, has a backplate and is long!

Im on the second most recent AMD driver, 21.3.1. 21.3.2 is out, but optional. I contacted Sapphire, but considering im outside the 2 year warranty, im trying to solve this without having to send it in for RMA (which isnt even a guarantee).
