my x800xt is native agp, not the trans one...and i have done all the basic jobs after install the system...

BTW,what is a agp guard

It is part of via chipset drivers. In the past it was separate. I have x800 AGP version of the card and it is using translator chip should be in the back side of the PCB covered with teflon material.

In the past it was not. And you are saying that you have VIA board. I bet that it is the mobo that is making you problems. If you switch that card with 9800pro I bet that it will run better.

somehow,i think i solve my problem

things happen like this:
yesterday, i borrow a p4 2.93g and i reinstall my cpu fan with some, how to say, silicon grease(i'm not quite sure what it calls in english).....and the game ran better...but when i woke up, everything changed back...
so i tried everything i can again...and at the last time, things seems solved itself...
i do 2 things in the last try:
1.i remove the ccc. at the beginning, i just want to remove the DNA-mod driver, but it was strange that some error came out and i just remove the modded ccc....so i have a driver without ccc or the ati tray tool or any other control software. some other forums say the ccc is shit and the shut it down but i removed it, so i don't know is it helpful to my framerate
2.again, i reinstalled my cpu fan with a more powerful one and clean the grease on the cpu because i thought i didn't did the job well...and the new fan is in good condition, not so dusty as the previous one.....

so now i can run some other game quite well(like WC3, SD Gundam OL....these game are also ran very slow in previous period)...and i'm sure my machine is as powerful as when it ran GOW...so i will test it on tf2 later and i will simply give up if the framerate is still low...

at last, once again..thank you all guys

i have a very low frame rate when running tf2. i get 20 or less frame in the game, and i usually runs at 10, and it's the same problem with other orange box game. i've tried turn everything low or off but it seems does nothing to improve the performance.i have a celeron d 2.66G+1G DDR 400*2+X800XT+280w psu. Some gut say they run the game fine just with a P4 cpu+ati 9800pro +768 Ram. what can i do? is it a psu issue, or the cpu?

Its your specification which is holding you back primarily. Your rig is old, really old, granted TF2 is an old game too, but its newer than your rig.

My old system was comprised with my current CPU (Athlon 3800+ X2), 4 GB DDR2 667 Mhz, and a ATI x1600 Pro graphics card and the system ran between 20-40 FPS on medium settings @ 1024x768/1280x1024 in Half-Life 2 episode two, I never tried TF2, but the spec for both games should be similar. The game did lag in areas but it was playable.

Now considering that the game was "just playable" and that I had a GPU which was slightly more advanced than your x800XT, more ram, and a much faster CPU (dualcore) I think that your system is holding your back.

If you can grab a high end (at the time) Pentium 4 CPU and a ATI x1950 PRO/XT or a Nvidia 7900 GS/GT from ebay for cheap it might be worth considering especially if valve games are all you play. However your system is dated I'd advise you to make a fresh build, the geeks here at Tech Power Up can locate you components for around $300-450 that will have you playing today's and tomorrows games at high settings, with nice frame rates :)
