Video and scrolling lags!

Evening party goers,
Working on my bros. comp. Its an old pc with xp pro. Doing a clean install. Downloaded drivers for the video card. (radeon something something.) Everything is installed. Only one minor issue.
When scrolling there is a slight lag and the same when playing videos. You tube videos slightly lag. I'm sure that this is a minor touch up that needs to be done that I am overlooking.

Software Windows Server 2003 R2 as a Workstation now migrated to W10 with regrets.
In display properties, turn up hardware acceleration to max. And reboot. Good ole XP ;)

already done that.

the hardware acceleration is already at full. any other ideas? I def. open to more ideas! BTW I did update my video card drivers.

I suspect wrong or incompatible video drivers? I happen to had a similar problems with older cards because i'm downloading from the site, even if it says that it's specifically for that model., I solved by just using the CD the video card came with instead.

If not, can you tell us what's the spec of the PC? maybe it's the hardware itself
