You might have a bad PCIe channel. If you have a second PCIe slot then try it in there to see if it works.
Edit: I see there is only one PCIe slot on your board. Either way I would return/RMA it, you never know what will fail next.

Check the BIOS settings. The primary display adapter should be set to PCI-E. Turn off power and connect the card. Connect the 6 Pin PCIE cables and boot the system.

What power supply are you using?
It might be that your card isn't working because the Power Supply Unit (PSU) is too weak for it.
A 6950 needs about 15 amps at 12 volts and two PCIe power plugs.

Remove the CPU [check pinouts] clear cmos [while cpu is removed]; reseat the CPU; boot with minimal hardware, one stick of RAM [seated in DIMM_1], reseat VGA card [able to boot to bios][able to boot to DOS prompt]
-hdd attached [able to boot to windows safe mode]
-check motherboard bios is up to date *Maybe "0.Improve PCIEx16 graphic card compatibility" Note:*"download and execute the file in USB pen drive only."*
