Virus or something that disables many things

I've goggle-ed but all i found is related to winxp ,I'm getting "this cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item" with many .exe files, Avira showed me nothing after scan my C:\

i have windows vista64 bit sp2
system restore is off
I can run:
task manager (nothing suspicions )
Control Panel\Programs and Features(add remove programs).
Regedit
cmd

I cannot access anything related to the firewall nor system management and anything in the msconfig/tools gives me access denied .

what can i do?

does AVG is ok now after its update problem ?? also i think something is disabled now on my system and needs to be forced enabled... i don't thing the virus is still working.

from your run command, type msconfig, and look at your startup items. Look for things that look suspicious. (You can opt to have it not list system services) try disabling a given suspicious item for boot, if it solves the problem, msconfig will provide the items location, and you can go delete it yourself.

Probably just a damaged ACL. Run a disk check, see if it returns errors, and or can you browse to the firewall executable and run it?

i have found this software invaluable in the past for removing nasties

give it a try and if you don't like it, uninstall it and it's gone
