According to Intel, the safe voltage range on DDR4 memory is:
“1.5v is the absolute max we allow for XMP certifications. However, good DDR4 memory will run at 1.35v up to 3200. Technically, no “safe” (guaranteed) OC over-voltage but 1.35v or lower is best.”
  • 1.2V or lower = Best for DDR4
  • 1.35V = okay voltage for overclocking kits (should be all that's needed up to 3200)
  • 1.5V =absolute max voltage allowed for Intel XMP 2.0 profiles and max suggested voltage

1.5V and a cooling solution is common sense at that point...

Where on earth did you find this information?

Overclockers..... don't have a max suggested voltage.... hehe.

1.35v is what my XMP profile is on A1 sticks at 4277mhz.
OP's memory pulled from system specs. (2x8gb GSkill RGB 4000mhz 16-16-16-36 1.35v).

9900K set XMP and should be fine.

He must be tweaking or pushing for higher frequency. Can't help without some information from the OP.

Additional comment:

If trying to stabilize at XMP, try VccIO 1.30V

There are DDR4 ICs that don't even like running at 1.35v...

Really there isn't a catch-all "safe voltage" for memory as it just varies too much per IC. For b-die you will generally be more restricted by safe IMC voltages as the memory itself scales to the moon, a lot of other stuff will roll over in the 1.4-1.5v range. Generally if you get to a point where adding more voltage doesn't increase stability you should stop, on a lot of ICs this is also where degradation starts, but it's not always the case so I wouldn't recommend going in without knowing your ICs unless you are willing to sacrifice your sticks...

I would possibly be shouting jedec standards but i killed a bit of memory in the last year, pushing it obv not stock, and yes I was possibly doing it wrong , shrug learn.
