Voltage register changes not "sticking"

I can't seem to get my under-voltage changes to apply to my XFX 6950. The default for register 0x46 is 1.1 but after setting it to 1v and reflashing, the software (bfgminer) still reports 1.1v under load at a GPU core clock of 860 Mhz.

Is that register supposed to set the max voltage, or just the boot voltage? I'm underclocking the RAM to 600 MHz (it really didn't like 400 MHz), and am trying to keep this thing as cool as possible. I have other identical 6950s that have no problem running at higher clocks (900 MHz) with as low as 0.9v.

Also, my clock info 00 (boot profile) shows '---' in the voltage, as does 03. 01 and 02 have '0.9' and '1' respectively, but if I try to enter anything manually into the voltage, I get no display. What's the '---' mean?
