Both Wolfenstein II: The New Colossus and No Man's Sky (NMS) will not launch unless I delete the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Khronos\Vulkan\ImplicitLayers
This key contains the following:
[HKEY_LOCAL_MACHINE\SOFTWARE\Khronos\Vulkan\ImplicitLayers]
"C:\\Program Files (x86)\\Steam\\steamapps\\common\\ActionRecorder\\vulkan_x64\\MirillisActionVulkanLayer.json"=dword:00000000
"C:\\Program Files (x86)\\Steam\\steamapps\\common\\FPS Monitor\\tools\\fpsmonvk64.json"=dword:00000000
"C:\\Program Files (x86)\\Bandicam\\bdcamvk64.json"=dword:00000000
"C:\\Program Files (x86)\\Steam\\SteamOverlayVulkanLayer64.json"=dword:00000000
"C:\\Program Files (x86)\\Steam\\SteamFossilizeVulkanLayer64.json"=dword:00000000
If the key is present I receive the Crash Dump Error in Wolfenstein and in NMS, no error message at all.
I have a Ryzen 2600X and RX580 rolled back to Adrenaline 19.5.2 (stable), but even the latest version 19.8.1produces the same error. I also use DDU for clean driver installs and back up the registry before deleting the key.

Deleting the key basically disables Bandicam, Action!, Steam Overlay, FPS Monitor and any other related overlays or monitoring programs related to that key. That's a bit like a mechanic looking at your car because it won't start and disabling the aircon, the radio and other features so that it will start. Overlays and game recording will cease to function with the key deleted.

I have a similar PC with an FX8350 and an Nvidia GTX960 and don't get any of these errors with either game, so I can only conclude that it's an AMD /Vulkan issue at play.
I've reported the problem in the AMD Community forums and Steam, so am posting here in case someone is aware of a fix.

I don't have Wolf II, but I do play NMS without any issues with any overlays. Using a GTX 980 Ti.

Well this is interesting, I have never got this game to work. So is that 6 files that need to be deleted? or just the one file as shown below

It's just the one key that needs deleting so that the game will run, but be sure to do a backup first.
The key includes these:
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Khronos\Vulkan\ImplicitLayers]
"C:\\Program Files (x86)\\Steam\\steamapps\\common\\ActionRecorder\\vulkan_x64\\MirillisActionVulkanLayer.json"=dword:00000000
"C:\\Program Files (x86)\\Steam\\steamapps\\common\\FPS Monitor\\tools\\fpsmonvk64.json"=dword:00000000
"C:\\Program Files (x86)\\Bandicam\\bdcamvk64.json"=dword:00000000
"C:\\Program Files (x86)\\Steam\\SteamOverlayVulkanLayer64.json"=dword:00000000
"C:\\Program Files (x86)\\Steam\\SteamFossilizeVulkanLayer64.json"=dword:00000000

A helpful person on the AMD forum suggested that I create a Dword 0 "HKEY_LOCAL_MACHINE\SOFTWARE\Khronos\Vulkan\Drivers" with a path as per this image:
vulcan.jpg

But that didn't work.
It's no sweat if you export the key first and re-import it later. At least the games will run, but without being able to use the capture software as itemised above.
I've submitted a support case to AMD, because it's an issue that's only just cropped up in their latest drivers and for me, affects all games using Vulkan, including DOOM.

Well it did not work for me. Deleting all the files does not matter as windows or AMD Radeon driver just restores them. Most of my Vulkan games work but I did do some cleaning up by running Vulkan SDK. It will show you if you have old Vulkan files which my computer did have & i just manually deleted them.

"could not write crash dump" is infamous. It's there in both Wolfenstein games. Just do a search in the steam forums.

I'll re-visit the Steam forums and I believe this is the SDK

AMD came back to me suggesting DDU and latest drivers, which of course is good advice. Well, I'd done all that already, but they also suggested resetting the BIOS by taking the battery out of the motherboard, removing the GPU and then putting everything back together again after a few minutes.
I must admit to being a tad sceptical about this last bit and what effect it would have on the registry, but I did it anyway.
Well, it didn't fix the Vulkan issue in the registry but hey presto, it did fix the months-long Asus Aura problem of not detecting my GPU.
So thanks, AMD, you did me a big favour in the end :peace:
