So my R9 290 Tri-X is nice and all, and plays everything how i want it, but I'd rather do it with a lot less power and heat.

Games i actually play regularly are

GTA V
Company of Heroes
Cities Skylines
Civilization V
Star Trek Online

I just want something similar not to expensive that can keep my current level of performance. I moved into a new desk and the computer has a cabinet to go in, but right now to keep it from overheating i have to keep the door open, at this point I'd rather just close it and rely on the small air hole i drilled into the side of it, about 80MM wide near my feet on this desk. So what do you recommend.

What resolution is your HP 27in?
The RX 470/570 has similar performance to a R9 290. If your willing to give up some performance the GeForce GTX 1650 is close to the R9 290.

The 1660 would be a small upgrade in performance while only producing about half the heat of the 290.

Yeah you can get RX 470/570 dirty cheap or for a few bucks more RX 480/580 and get a bit better performance and I will suggested you to get 8gb variant as more&more games eats memory....Polaris is very efficient and you can easily undervolt + OC those cards.....GL

1080p monitor, I had a GTX 1070 for awhile and it was complete overkill so went back to my r9 290. The rx470 scares me only because the last one I bought used had a modded bios, it's fixed now and going in a precision t3500 I'm selling.

I went to a RX470 a couple of years ago from 2x 7970's in crossfire, and stayed at about the same performance, but dropped 400W in power draw.

I went to crossfired 7970's to cure texture popping in Rage; I've never had any issues with the RX470 at all.

I play at 1920x1200, and even Crysis plays well with ALL the eyecandy on. :)

1650 is good for power efficientcy, and aclose perfom gain with your 290, if you dont bother with electric bill go for rx570/580, is cheap and good deal for current fullhd games:)

Benchmark Scores They're pretty good, nothing crazy.

one of these might help you close the door...

They also make more affordable ones - just wanted to add to the cabinet ventilation options as that seems to be causing the upgrade.

The other thing you can do is undervolt the 290, video cards usually have quite a bit of headroom with an undervolt.

The whole landscape of cards in that price range is about to change in a month or so with the release of Navi 14 (RX 5500 series), not to mention NVidia also has a couple new cards incoming in the 16-series.

I wouldn’t buy right now.

Oh i like that a lot, it will still help my Ryzen stay cooler, and good point on next month, maybe I'll hold off and see what the RX5500 does

RX 480 is a good choice. Have two Dell Tx500 running them. The Egg makes a good point in post #10. Best to wait a little while and see how the GPU landscape changes.

The 1660 would be a small upgrade in performance while only producing about half the heat of the 290.
This.

Hell, get a rx 570 because they're seriously cheap and will save a fair bit of power too
The 570 still uses a lot more power (~40% more) than a gtx 1660 (though less than r9 290) and is a lot slower (30% slower)... so cheap is about all that is going for it. ;)

Really if he wants to not be in a similar situation (more power use for the same or worse performamce), he should be in the nvidia camp. They sip on power comparatively, and perform as well...but the do cost more (new).

Some can be modded to RX580 spec

I would see what the RX 5500 brings to the table before upgrading.

I guess the TriX isnt like the VaporX.

You could always waterblock the card

The RX570 uses the same power with the 1660. For the performance you are right, its about +30% but it cost +30% also. And he did ask for a R9 290 similar performance and the RX570 is exactly that. Less than half the consumption and +5% the performance.

And the upcoming RX5500 may change some things in this tier

...rx 570 uses a lot more power. 113W vs 167W avg gaming...around 40% more actual use (where I sourced the info before I said it). 120w tdp vs 150W tdp...25% more on paper.

As far as price, you are right (and a point I already mentioned)...but it all depends on what the OP wants to spend and when he wants to spend it. Has he mentioned a budget? I'd rather get the most modern and efficient card that "isnt too expensive" since he seems to hold onto gpus for a while instead of the rx 570. Why start out new already behind the efficiency curve? ;)

You, and others previously, make a good point on the 5500 and nvidia's upcoming release though. If he can wait, both of those would be compelling choices, though again, the nvidia gpus are going to use less wattage. Tdp was 150w for 5500 and the 1660 is 120W. 1650 ti will be less than that and easily fit into his performance envelope.

Anyway, for a budget card that's as good or better performance-wise as well as uses notably less power, a 1660 is a solid choice. My focus was lowering power significantly since that is the OPs primary reason to change gpus and nvidia is where it's at for power use. He already paid for a gtx 1070 so I didnt think $220 was out of the question, considering. :)

Except the heat output... how many have really consider how much electricity costs per month or year... when draw is +30, +50 or even a +100Watts?
10, 20 or 30$ per year?
This shows a +70W difference cost +13$/year when gaming every day for 3~4hours and kWh=0.15$

Skip to 8:40, there is a 35W difference between the GTX1660 and the RX570

Going to agree with all the people saying RX 470/480/570/580, preferably 8GB flavour... You can always fiddle with the power targets and voltage if you really want to cut back the power some more...

Those cards are just too cheap to consider much else ATM, both second hand and new.

Benchmark Scores Faster than yours... I'd bet on it.

I never once mentioned cost of electricity was worth it. Just that power = heat to dissipate. :)

Benchmark Scores Faster than the tortoise; slower than the hare.
Might want to consider waiting for RX 5500. TPU estimates it will be 22% faster than R9 290 with significantly lower power consumption (150w versus 275w, AMD's numbers) because RDNA is about 1.5x more per/watt than GCN and 7nm versus 28nm.

Apparently the card launched on the 7th but not seeing any reviews for it nor retailer listings:
