First step for better cooling your 7700K is delid and change the thermal interface with better TIM, preferably liquid metal. That will give the CPU at least 20C lower temp on the cores.
Water cooling is better, but can be more expensive than air, for a better performance. Depends on your budget which cooling you are after.

I don' know who told you that or where you heard it but it's not true, @Bruno_oc is right about what he said, i have a 7700K 5.0 GHz 1.31V Delidded and cooled with a 280mm Rad that it's looped to a Waterchiller but used just when doing Benchmarks, that said, do you need a serious Watercooling? not really.

For air, I recommend Noctua NH-U14S or NH-D15, if you have the budget for the later. On Amazon, they are 68EUR, respectively 89EUR.
For water, first check if your case supports radiators.
I've found Cooler Master Seidon 240 at 58EUR, which should be a good deal.

liquid cooling especially custom loop with many rads or bigger rads give you room for better heat handling, air cooler i feel it looks like hitting the wall, they are limited coz the size, the weight and at certain points close to liquid cooling

Custom water cooling will always yield the best cooling performance

AIO water cooling yields about the same, maybe a little bit better, cooling performance as high-end air heatsinks

High-end air heat sinks perform almost the same as AIO water coolers, but are less likely to have a part fail (only thing that can fail on a air heat sink is a fan, which can easily and inexpensively be replaced. AIO water coolers can have fans, pumps and seals that can go bad)

IMHO, unless you are going for a very high 24/7 OC, a high-end air cooled heat sink is all that is needed to keep your CPU at proper running temperatures.

lol, that depemds on the heatsink and water. Water can cool better...again, it depends. See barbaric soul's post.

I wouldnt delid unless you have to...chances are it can drop 10c or so (20c is BS or a fringe case). But it isnt for everyone.

For most people ether one is adequate for moderate over clocking. Deliding and custom loops are not for most people.

@EarthDog, it is not BS.
I delided 6x 6700k and all gain around 16-18C core temp. 7700K is even worse. Mine gain 26C after delid.
TIM used: Gelid GC Extreme. Liquid metal may gain another 2-3C.
All test were done using custom water cooling with 560mm radiator.

If you gained that much, something else was wrong. Either the mount or something was off. That is not REMOTELY common to see 20C drops. 10C give or take a few is about right.

A good air cooled will work fine and wont have the potential headaches of water.

Hell if you run stock clocks you can get away with a stock cooler.

Let me join this Conversation.

Do you remember back at the end of 2016 or beginning 2017 ( I don't remember exactly when it was ) when i Delidded my 7700K, temps dropped 20+? you are witness when that happened.

Hell if you run stock clocks you can get away with a stock cooler.

I wouldn't waste my money buying a 7700K and run it at stock;) Ops, sorry i forgot that's me.

A good air cooled will work fine and wont have the potential headaches of water.

It is boring to set an Aircooler on your CPU and you are done, fun begins when you build a custom Watercooler:D

Again, typically those type of drops are not COMMON. It is MUCH MORE typical to see ~10C drops on chips. 20C is not the norm. And because a couple of people saw 20C and others have links, doens't make it common. I can google plenty of delid threads where ~10C was the norm. We can take turns pissing on one offs or realize that 20C isn't common and move forward. ;)

You're more likely to de-lid if you're on the worse end of the temp scale imo. My 6700k dropped 20c, but then it was up in the 80's with watercooling so it was an unusually bad cpu. People with already good temps won't (or shouldn't) bother de-lidding. We just need to make sure people understand that there is a variance, not everyone will get the same result. I think it's fair to say expect ~10c, anything more is a bonus.

And to back peche up, if you're gonna de-lid, use liquid metal. If you're gonna void the warranty you might as well get the most benefit.

Edit: We need to hear back from the OP, even a budget aftermarket air cooler will probably be sufficient.

It's very common to drop 20c on skylake and kabylake. The drop on coffeelake is half that. My delid dropped 20c, Kyle's review at [H] dropped 20c. The only one in disbelief is you.

+ 1, there is no exact number when it comes to delid, the most popular drop is like 10-15c beyond that you will be part of the "Lucky-People" of this realm,

I disagree. Liquid metal will void the warranty, but using a good TIM (with the same color as Intel's :p) and a good silicon to relid, will keep your warranty. ;)
give your facts straight bro, since you took IHS apart you are voiding your warranty....

Just have my morals and ethics in order. You delid, you obliterate the warranty. :)
