"Weak" DSL Signal

After I moved to a new address, with the same internet services and provider.
My DSL is ALOT slower than before, and everytime I got a phone call, my DSL signal just dropped.
The downstream noise margin never go over 6dB, but sometime it dropped down to -3dB (usually right after I got a call or when I hang up). I don't know much about the meaning of these numbers, but if i remember right, the downstream suppose to be higher than upstream.

And the speed kept jumping up and down 6Mbps<->2Mbps

Well more than likely the speed drop you are seeing is increasing your distance from the server... The farther you are the slower the internet..

you dont have your line filters set up correctly check all your phones they all have to be plugged into one or when you pick up the phone it will disconnect.
