Weird RX 580 Throttle Temperature Issue

Hi,
I have a Sapphire RX 580 8GB OC.
SKU# 11265-05-41G

Of-late, from June 2019 I think, the cards fan would boost upto 100% maintaining 70C on the card, which was not the case earlier. Earlier the fans would ramp up pretty smoothly and the card would reach 78C on a very hot but would never be 100%. I think my max throttle temperature has been lowered from 84C in the past to 70C now somehow. I have not flashed my card ever and did not overclock either, I used MSI Afterburner only for OSD though. Also, creating custom fan profile in Afterburner is not working nor is forcing 84C max temperature in the same. Custom fan profile doesn't help because fan speed percentage works as instructed but fan rpm increases abnormally as shown here:

Here you can see fan speed percentage is zero but rpm is 3236rpm!
Is there a way to solve this problem? Willing to try anything. Any help is appreciated, thank you.

Try using AMD's WattMan to make adjustment. Make sure to use the default settings as a template.

If you been updating drivers automatically, try to uninstall AMD drivers, then use AMD Cleanup Utility, DDU from safe mode, and then install the latest driver.

Remove the heatsink, clean the card and GPU area area with alcohol & cotton swabs, then reapply thermal paste.

Remove any dust from the fans/heatsink with a toothbrush.

Done but no change.

I manually do my driver installs and yes have used DDU for uninstall but no change.

It was barely dirty but cleaned cleaned and blew on it. Again, no change.

I have never done this before, and due to Covid-19 most shops are closed and online ones wont ship to my state, at-least not before 5th of June.
I was able to contact one local seller but he has only the generic CPU thermal paste of some lesser known local brand, could I use it, will it be compatible with a GPU? Also, he doesn't have any thermal pads, could I re-use the ones already in the graphics card?

Any chance you accidentally pressed the BIOS switch on top of the card? Most modern cards come with dual BIOS and a switch to toggle between silent and performance.

I could get the Arctic Silver but not this month, maybe even the next month because of the lockdown. According to you what should I do at the moment? Wait for lockdown to be over or use generic brand thermal paste?

Cooler Master, Mastergel. Regular vs Pro which one should I get. Arctic is about 2.5X to 4X pricier!

Earlier I used to use nail-polish remover plus newspaper for CPU TIM removal.

Also if while removing heatsink if thermal pads gets destroyed, would this do:

Hi Regeneration, there has been a problem; The thermal-pads on my GPU got destroyed while removing the heat-sink and it seems the thermal pads I bought (1.5mm) are (like) twice the thickness of the original (~.7mm). What do I do? does thickness matter? Go ahead with the procedure? Please do reply...

Just make sure the pad makes contact on both sides without too much pressure. Squeeze it with a coin on the table till it fits.

Just make sure the pad makes contact on both sides without too much pressure. Squeeze it with a coin on the table till it fits.
I am sorry for being late but I ordered some 1mm as well as .5mm thick thermal pads just to be safe. Good news is that 1mm thick thermal pads seems to be the right fit.
How to remove this aluminium plate there is thermal pad underneath it (thought I would change this too)? There are no screws, I applied considerable force force but it would not even budge. Or leave it as is...
This plate is on the other side of the graphics card between the back-plate and the PCB.

If there are no screws on both sides, then it's glued to the PCB with a thermal adhesive. It doesn't worth the risk and hassle.

I did the thermal paste and thermal pad change, the fan is ramping up nice like when the card was new (maybe a little slow 70% of the total speed) but the card is getting hot. Not instantly, but gets to 82C starts throttling or restarts. I did the whole repasting procedure again but no change.

Make sure your case have enough cooling. Install more case fans, tie cable to the corners to maximize airflow. Setup custom fan curve with MSI Afterburner.

I checked everything, the thermal-pad/thermal-paste contact seems good, took apart my system and put it in out open (no cabinet) with a table fan blowing onto it, used another thermal paste Corsair TM30 no change! My thermal pad is only 6w/mk could that be the case? I could get one "Thermal Grizzly" pad but its thickness is just .2mm...

Today I tested it for about 37 minutes and was ready for if my card burned out. I used Metro Exodus, only one restart. Temperature quickly got to 84C but stabilized to about 79/82C remained like this for the entirety of the test; fans at 97%. There was throttling thought 900MHz to 1225MHz. What am I doing wrong?
Edit: Its like my original problem but only now +11C!

I have the 4gb version and have overclock it to 1450mhz and it hits 75c while gaming at a manual fan curve of 60% so there's something definitely not right have you tried an undervolt as I recommended? You could also lower the gpu clock a little to maybe around 1250 without losing too much performance

Tried manual fan curve, causes restart after sometimes.
Under-volting by using MSI Afterburner? May I know your voltage at full load?

I'm not sure off the top of my head as I'm at work right now though you could try knocking it down a tad and lowering your gpu clock and seeing if this helps with your temps as 1250 with a lower vcore is better than their constantly between 900/1200

Those are some really high temps what sort of ambient temp and how many case fans do you have in the ancient case and are these temps with or without the side panel on

Those are some really high temps what sort of ambient temp and how many case fans do you have in the ancient case and are these temps with or without the side panel on
I have three 120mm fans:
1x Front inlet
1x Side inlet (directly blowing onto the side of the graphics card)
1x Back outlet
I do not know the ambient temperature but weather temperature says 31C in my area 77% humidity.

OK, I think there might be some good news; after following this I replaced 1mm thickness with 0.5mm ones.
Now the temperature did not decrease (81C @ 3050rpm, 35mins Metro Exodus) but there is also no throttling, 1366/1340MHz all the time! I am looking for thinner thermal pads 0.2mm but was only able to find Thermal Grizzly Carbonaut not available in here and importing could be about 75+ USD not affordable for me; could this be used instead without any danger:
its thinner but seems like is for ICs

the higher the ambient temps are the higher the GPU temps will be but good to hear you are getting thinner thermal pads that should help some as long as they're enough to do the job
To thick and they become a blanket to thin and they don't touch where they should properly

I'm not sure off the top of my head as I'm at work right now though you could try knocking it down a tad and lowering your gpu clock and seeing if this helps with your temps as 1250 with a lower vcore is better than their constantly between 900/1200
I tried undervolting (-37) and underclocking (1250/1800) but the temperature remains the same (it only takes a little longer to get to 82C).
