Can I use it to buy anything, or does it only have to be specific Corsair products? Or how do I use it?

You can use this rebate if you purchased the listed item from selected location/retailers. Once you create and send in the rebate, you will receive a prepaid credit card that can be used to purchase anything or in some cases a cheque instead of the credit card.

Ok so I get an AMEX card I can basically use as a credit card?

You can use the value of the card (say $25) for future purchases.
You cannot use it for more than that like you would be able to do with a normal CC.
Once you spend the $25 (or whatever the value), the card is worthless.

Found it in the terms at the bottom of your link. So if you buy that 750W PSU that is what you will get in return for the the rebate!
