I told you RTX 2060 is good card. I talk with guy who bought ASUS RTX2080 Turbo and she work good.
Your temps will be at least 10C lower because different GPU Class.
RTX2060 is few fps better than GTX1070Ti. Difference is maybe 5-10% average.
Only for RTX2080 and RTX2080Ti Turbo I would not consider them without waterblock.
With RTX2070 and RTX2060 it's not necessary.
RTX2060 have good fps, somewhere better than Vega64. But in some games Vega64 have better fps.
I think no better choice than RTX2060 Turbo. GTX1060 is significantly slower.

Personally I like more graphic cards similar to Turbo, not Dual model with two fans.
Both of them have advantage, Dual is better cooling but air mostly stay in PC Case and fan is more silent, Turbo have one fan but blow out of case directly and it's more noisy.
I would not advice you to buy RTX2070 and RTX2080 Turbo without some plan to eventually install aftermarket cooling.
You can check on youtube video clips about them. I like Turbo model mostly of all ASUS RTX models.
Except Matrix.
Don't listen other people I didn't advice you RTX2060 Turbo because RT and DLSS.
I looked only performance compared to GTX1070Ti. Anyway RT is practically useless on this generation of cards without cripple resolution.
Even RTX2080Ti need more performance for RT. But RTX2060 is good performing card and you should disable these new features.
