actually it is as we're not supposed to be promoting/aiding or abetting the use of 'warez' on these forums. If we had known you were running a pirate copy of windows then i doubt anybody would have been so quick to jump in and help you...
Windows 8 can be had for a decent price even if you have to source one from ebay - Look for OEM packs/discs they are usually taken off DELL or other big OEM machines but they are 100% legit. This is exactly how i get my copies of windows.

Don't know if anyone has suggested it yet, but have you tried turning off PCI-express link state power management? Or hell, try changing your cpu power management settings, hard drive power management settings, everything having to do with power saving. Most of the time, setting your power plan to "high performance" is enough, but the specific link state power management should be under advanced power settings. If you have the power settings set to save power, it will drop performance.

Well I didn't ask for warez or asked anyone to do something illegal. So I think I am ok. I wish a moderator would clarify this though.

Hm. Well judging by what has been said already, I hate to say it man but you might be dealing with viruses since, ya know... pirating.
the problem with pirated copies of windows is that they can be packaged with all kinds of malware - and since you might as well be running an OS made by the moonmen, we're just guessing if we try and help you.
try with an OS you actually own - i bought windows 8 for $15 legit, you can find it easy enough.

I am bumping the thread again because I have important news. So please try to help me one last time because I think I am getting very close to the root of the problem.
Actually I was kinda quick to say there is no problem with my temperatures. I said that because I was not seeing my card or cpu go above their "within specs" temps but I didn't monitor MOTHERBOARD temps. I know kind of a noobish move but hey that's what I am. Turns out the FPS drops happen exactly with minor temp drops on northbridge and cpu. So it is THROTTLING! Numbers as follow:
After a fair amount of gameplay CPU temp stabilizes at about 55 and northbridge 63. This is when the drops happen. That's why I don't experience them in the first minutes of gameplay. That alone screams OVERHEAT and I feel really dumb to not think about this before. When the FPS drops CPU goes about 52 and NB to 60 for a second and then rise back to 55 and 63 and then drop again and the circle keeps going. This was tested in FC3 but I am 100% sure I will observe the same results in BF later tonight when I test it. Question is now what can I do for that?
63c doesn't sound that hot. My old ASRock board had VRM throttling issues, but it never happened during gaming. Only prime would get them warm enough to throttle. Strange.
or maybe because the load has dropped, the temps are going down AFTER the usage drops?

OK I found what's wrong! I wasn't entirely correct in my previous post. It's the mobo itself. Turns out there is a shit ton of people who have throttling issues with the 990 fxa-ud3 and FX CPUS while their temps are fine. So it is actually throttling WITHOUT really needing to. Just type in google 990fx ud3 throttling and you'll see!
I saw a lot of suggestions about disabling APM and other settings in BIOS to get rid of the issue but this UEFI bios I have is simply BAD (updated to the latest FC version)!! It's missing all those settings!
